A Philadelphia man has pleaded guilty to child pornography charges he posed as a prince to try to lure an Allegan County boy over Instagram

The man’s capture was the result of an investigation by Wayland police officer Mark Riemersma and involved a 12-year-old Wayland boy. Riemersma identified David Milliner, 50, as the perpetrator and contacted police in Philadelphia.

Milliner pleaded guilty in federal court in Pennsylvania to four counts of online enticement of a minor, six counts of manufacturing or attempting to manufacture child pornography, four counts of receiving child pornography, one count of sending obscene material to a child and one count of possessing child pornography.

Federal authorities said Milliner pretended to be a prince from California to entice four boys, ages 8 to 12, into sending pornographic images of themselves over Instagram between September and December 2017,

Millner was accused of possessing pornographic images of the boys as well as other children, when he was arrested.

Milliner is expected to be sentenced Nov. 21.

Wayland Police Chief Mark Garnsey said, “Excellent job by Officer Mark Riemersma, and a special thanks to the FBI NDex Team in Clarksburg, WV, and MSP that supplied the investigative software Mark used. Another thanks goes out to the Philadelphia Police Department, the Philadelphia FBI Office, and the Philadelphia US Attorneys Office.

Garnsey said Riemersma presented an overview of the case in Jacksonville, Fla., at the annual Criminal Justice Information Systems (CJIS) Conference, where he and the Wayland Police Department received the N-Dex Success Story of the Year Award.

Riemersma two years ago was cited in a national public safety publication for his relentless research role in apprehending a suspect in retail fraud. By using data and an index system for Allegan and Kent counties, he was able to identify a suspect on seven counts. The man afterward was incarcerated.
